Yet this emphasis rings hollow when viewed against the recent sharp cuts in central fund transfers to the state. The latest state budget reflects a noticeable decline in overall resources, largely due to reduced shares from national tax devolution mechanisms. This financial squeeze has forced the state administration to implement austerity measures that directly target the most vulnerable workforce.
Construction and contingency labourers, many of whom have dedicated over a decade and a half to public works projects, now find their regular monthly payments halted. Departments have been directed to treat certain categories of staff as excess and withhold salaries, creating widespread uncertainty among families who depend entirely on these earnings for survival. Worker representatives have formally approached the government with appeals for immediate intervention, warning that prolonged inaction could lead to organised protests.
The irony is stark. While Arunachal is positioned as strategically indispensable — requiring robust infrastructure, border infrastructure projects, and local support systems — the resources needed to sustain the very people building and maintaining that infrastructure are being curtailed. This pattern suggests a selective approach: high rhetoric on security and development paired with reduced fiscal commitment when it comes to supporting ordinary citizens.
