Addressing a massive gathering at Polo Ground, Leh, Ladakh Buddhist Association (LBA) President Tsering Dorjay Lakrook strongly criticized the UT Administration’s new Excise Policy, alleging that it was introduced without adequate consultation with the people of Ladakh and warning that it could have serious social consequences.
He claimed that the policy would encourage greater alcohol consumption, disturb family and social harmony, and pave the way for outside business interests to dominate the liquor trade in the region. He also questioned why local stakeholders were not properly consulted before the policy was framed.
The LBA President expressed disappointment with political parties in Ladakh, stating that they had not done enough to oppose policies affecting the interests of the people. Referring to recent discussions between Ladakh representatives and the Ministry of Home Affairs, he alleged that important points related to constitutional safeguards and an elected legislative body for Ladakh were omitted from the official meeting record.
Lakrook said representatives from Apex Body Leh and Kargil Democratic Alliance had refused to endorse the minutes after noticing the omission of key provisions, including safeguards under Article 371 and powers for a proposed elected body in the Union Territory.
Highlighting Ladakh’s strategic importance, he cautioned the Centre against what he described as attempts to delay or dilute commitments made to the people of Ladakh. He reiterated the demand for constitutional protections and greater political empowerment for the region.
The LBA President also criticized proposals promoting large-scale investments and luxury tourism, arguing that such projects would primarily benefit outside investors rather than local residents. He claimed that Ladakh already provides employment to a large number of outsiders and called for policies that prioritise local interests.
Thanking traders, shopkeepers, religious organizations, and residents for observing the shutdown and participating in the gathering, Lakrook described the turnout as a reflection of Ladakh’s unity across religious and regional lines.
Referring to the administration’s advisory against the gathering, he stated that the programme was held despite the lack of permission and asserted that public participation demonstrated the people’s determination to voice their concerns peacefully.
He concluded by urging the people of Ladakh to remain united and continue their struggle for constitutional safeguards, accountability, and protection of Ladakh’s unique identity and interests.
