Normal life was largely affected across the Itanagar Capital Complex and some parts of Papum Pare district on Thursday following the 36-hour bandh called by the Arunachal ST Bachao Andolan Committee (ASTBAC). The bandh began at 5:00 AM Thursday and is scheduled to continue till 5:00 PM Friday.

The agitation has primarily been launched over the demand for complete digitalisation of the Inner Line Permit (ILP) system amid growing concerns over alleged infiltration from Bangladesh and the increasing influx of non-APST people into Arunachal Pradesh.

The committee has also alleged that police personnel deployed at various check gates are not conducting proper verification of ILPs and demanded strict action against lapses in enforcement. Apart from the ILP issue, the committee has raised several other demands as well.

By and large, the bandh remained peaceful throughout the day, though a few stray incidents of violence were reported from some areas. Few vehicles were torched in some parts of capital city while some protesters were seen stopping the vhicel plying on the National Highway-415 in the entry points of the state capital.

According to Itanagar Police and Papum Pare District Police sources, around 14 executive members of the committee, along with several others, were apprehended and later arrested by the Itanagar Capital Complex Police and Papum Pare district police during the course of the bandh.

Meanwhile,

Arunachal Pradesh Home & Border Affairs Minister Mama Natung conducted inspections in vulnerable and market areas across Itanagar, Naharlagun, Nirjuli, Doimukh and Banderdewa. During the visit, the minister interacted with members of the business and market communities and reviewed the overall law-and-order situation and interacted the media fraternity..

The bandh was earlier declared illegal by Itanagar Capital Region District Magistrate Toko Babu u/s 163 of BNSS r/w Arunachal Pradesh Unlawful Activities (Prevention Act) 2014. Security was deployed across the capital complex to maintain law and order peace and tranquality.

Despite the shutdown, authorities expressed hope that the situation would remain peaceful. Security arrangements were intensified in sensitive locations, especially in view of ongoing CBSE improvement examinations and other academic activities.

Markets across the capital region remained largely closed, while attendance in several state and central government offices was reported to be very thin. The national Highway and other roads leading to stet capital and other arterial roads were deserted look but later few movement were seen gradually as the day progress.

The Arunachal Pradesh government, led by Chief Minister Pema Khandu, also held a cabinet meeting today. Among other decisions, the cabinet reportedly approved measures for the implementation of an e-based digital Inner Line Permit system aimed at strengthening monitoring mechanisms at check gates and preventing illegal infiltration.

By evening, Itanagar and adjoining areas wore a deserted look, with National Highway stretches and major streets remaining largely empty under the impact of the bandh.
